Cutting energy use in Halls

In order to save a bit of energy and maybe even cut a few bills, perhaps we could start a competition amongst flats in Halls of Residence? By taking a meter reading every week or month we can see which flats are doing the most to conserve energy. The savings gained from lower utility bills could be put into major prizes for the residents of whichever flat saves most etc.
